The book opens with the death of Marcella Riggins. Upon discovering her husband Marcus—connected to the Merit mob—has been cheating on her for over a decade, she tries to kill him. Instead, Marcus kills her. Her final vow is to ruin him. Luckily, Officer Perry, who’s been investigating the couple, arrives just in time for Marcella to be revived after flatlining.

Chapter one shifts to Victor Vale, five years after Vicious. He kills a man who fails to help him with a mysterious issue. Victor, whose powers over pain no longer function properly, dies as currents of energy pulse through him—just like during his first death. Flashbacks reveal that Sydney brought him back after Vicious, and he’s been dying and returning ever since, staying dead longer each time. He searches for someone who can stop this cycle before it causes permanent brain damage. Meanwhile, Sydney secretly works to resurrect her long-dead sister Serena, even saving some of her remains.

With doctors unable to help, Victor resorts to drugs to numb his pain. A year after Vicious, he meets a woman at a strip club who seems to recognize him. He robs a drug dealer there and realizes he needs an EO (ExtraOrdinary) to fix him. The woman is June, an assassin and EO who can shapeshift into anyone she’s touched, gaining insight into their lives. After a kill, she spots Mitch and Sydney and grows curious.

Two years prior, Dominic Rusher is recruited into EON—ExtraOrdinary Observation and Neutralization—led by Director Stell, Victor’s old foe. Secretly an EO himself, Dominic is working for Victor, feeding him intel. He remains undercover within EON alongside Agents Rios, Bara, and Holtz.

Three years ago, June reconnects with Sydney, and they become close. Sydney eventually learns Victor ordered Serena’s death but forgives him. He teaches her how to shoot.

Four weeks ago, Marcella awakens in a hospital, discovers she can disintegrate objects with her touch, and escapes. She kills Marcus and his mob associates. Flashbacks reveal Marcella's ambition, her influence in pushing Marcus into the mob, and her growing resentment at being sidelined.

Inside EON, Eli Ever is being held in a high-security unit. Though Stell uses him to help track EOs, he’s forbidden from leaving. Eli begins investigating “The Hunter,” unaware it’s Victor. We learn Eli’s backstory: his abusive pastor father, a childhood marred by violence, and how he killed his father and was shuffled through foster homes until the Cardales took him in and encouraged him to pursue medicine. After their deaths, Eli met Victor in college, sparking his obsession with EOs.

A year and a half ago, Eli deduces The Hunter is Victor but keeps it secret, wanting revenge for himself.

Three weeks ago, Marcella returns to Merit and is ambushed by EON agents. June, tracking Marcus’s associates, intervenes and helps her. June wants Marcella’s help killing Tony Hutch, one of Marcus’s men. They team up and kill Tony, discovering June’s power: anyone she mimics dies if that body is killed. They recruit another EO—Jonathan Royce, a human shield—who can extend his invulnerability to others.

Marcella begins taking over the city’s criminal underworld and throws a party to announce her rise. Meanwhile, Sydney successfully resurrects a bird skeleton, a test before bringing back Serena.

EON’s board pressures Stell to use Eli against Marcella. They present a collar that can paralyze him with a retractable spike. Stell hesitates.

Marcella proposes an alliance with Stell, offering to find The Hunter. He unknowingly gives her Victor’s locations and tells her she has two weeks. Stell gives Eli the same deadline.

June traces Victor to the same locations as Sydney and realizes the connection. She follows Victor, witnesses a death episode, and nearly kills him—but can’t bring herself to, thanks to her friendship with Sydney.

Two days ago, Marcella sends out invites for her grand party at the Old Courthouse. June races to Merit after realizing Victor’s in danger. Victor visits a healer named Ellis Dumont, who turns out to be bait. June rescues him, but EON’s failure forces Stell to release Eli.

Victor confronts Stell, only to be darted and captured. Eli is moved to a hotel and digs out old trackers implanted by Dr. Haverty. Victor, imprisoned at EON, is rescued by Dominic, who dies helping him escape.

Sydney, Mitch, and Victor all converge on the Courthouse for Marcella’s party. Eli, Marcella, June, Jonathan, and Stell are headed there too.

The battle begins. Jonathan shoots Victor, who struggles to bypass his shielding. Marcella and Eli face off, but her erosion power isn’t enough. She weakens the floor beneath them, and both fall. Marcella dies; Victor kills Jonathan. Eli escapes but is ambushed by Haverty, who drugs him.

Victor tracks them down. Haverty has disabled both Eli’s and Victor’s powers. As the two fight hand-to-hand, Eli nearly kills Victor—until Sydney arrives and shoots Eli, killing him.

Victor tells Sydney to meet him 23 miles out of town, then gathers Haverty’s drugs to manage his condition. He tracks down Stell and kills him before leaving Merit. Sydney waits, but Victor never arrives. She and Mitch head out on their own. Sydney still hopes to find Victor and wonders if June can still be trusted.

Eli’s body is placed in cold storage at EON. June, now disguised, seduces a guard, erases her records, and disappears into the wind.
